"SAY NO TO RAGGING"

The Anti-Ragging Cell should be one of the important parts of the Educational Institution’s mechanism. As per the guidelines of UGC under the Act of 1956, which is modified as UGC regulations on curbing the menace of Ragging in higher Educational Institutions, 2009, establishment of Anti-Ragging Cell is very compulsory.

St. Philomena’s PU & Degree college has a zero-tolerance towards any act of ragging. Ragging in any form is banned inside and outside the campus. Strict action will be taken against persons flouting this rule; no leniency will be shown. Institute has a well-established Discipline and Anti-Ragging Cell. This cell is formed in accordance with the regulations of the UGC.

The Cell's responsibility is to ensure that students maintain discipline in the classrooms and within the college campus. Members of the cell regularly go on rounds to each and every classroom to make note of delinquent behaviour and to make sure that the college campus is free from ragging and eve-teasing. The Cell takes severe punitive action against students indulging in such atrocious activities.

AIMS AND FUNCTIONS:

To prevent any physical or mental torture or any disorderly conduct towards any student causing apprehension, dread, humiliation, or agitation in him or her.
To maintain – a ragging free campus.
To create awareness about ragging & ensure a student-friendly environment at all times.
To facilitate campus monitoring to ensure nil ragging.

OBJECTIVES OF ANTI RAGGING COMMITTEE

The Anti-Ragging Committee will be the supervisory and advisory committee in preserving a Culture of Ragging Free Environment in the college Campus. The main objectives of this cell are as follows :-

To aware the students of the dehumanising effect of ragging inherent in its perversity.
To keep a continuous watch and vigil over ragging so as to prevent its occurrence and recurrence.
To promptly and stringently deal with the incidents of ragging brought to our notice.
To generate an atmosphere of discipline by sending a clear message that no act of ragging shall be tolerated and any act of ragging shall not go unnoticed and unpunished.

As per the order of Supreme Court of India and subsequent Notification from University Grants Commission (UGC), ragging constitutes one or more of any intention by any student or group of students on:

Any act of Indiscipline, Teasing or Handling with Rudeness.
Any act that Prevents, Disrupts the Regular Academic Activity.
Any activity which is likely to cause Annoyance, hardship, Psychological Harm or creates Fear or Apprehension.
Any Act of Financial Extortion or Forceful Expenditure.
Any Act of Physical Abuse causing Assault, Harm or danger to Health.
Any Act of abuse by spoken words, emails, SMS or public insult etc.
Any Act of injury or infringement of the fundamental right to human dignity.
Any Act of Wrongful Confinement, Kidnapping, molesting or committing unnatural offences, use of criminal forces, trespass or intimidation.
Any unlawful assembly or conspiracy to ragging.

In pursuance of guidelines issued by Supreme Court, UGC and in pursuance of Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, Anti-Sexual Harassment Cell (Internal Complaints Committee) constituted to provide a healthy and congenial atmosphere to all the staff members and students and to consider complaints regarding sexual harassment.

With regard to the Supreme Court Judgment and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places, the University Grants Commission (UGC) has issued circulars since 1998, to all the universities, advising them to establish a permanent cell and a committee; to develop guidelines to combat sexual harassment, violence against women and ragging at the universities and colleges. Keeping the above guidelines in view IIBS college has constituted a Committee against Sexual Harassment.

OBJECTIVES :

To fulfill the directive of the Supreme Court, as per UGC directives and the Bangalore University in respect of implementing a policy against sexual harassment in the institution.
To evolve a mechanism for the prevention and redressal of sexual harassment cases and other acts of gender-based violence in the institution.
To ensure the implementation of the policy in letter and spirit through proper reporting of the complaints and their follow-up procedures.
To provide an environment free of gender-based discrimination.
To ensure equal access to all facilities and participation in activities of the college
To create a secure physical and social environment which will deter acts of sexual harassment
To promote a social and psychological environment that will raise awareness about sexual harassment in its various forms.

The Cultural Committee of St Philomena’s PU & Degree college aims to inculcate and imbibe in the students the concept of Unity in Diversity and enable them to develop the organisational skills. It aspires to develop into a committee that can give a platform to the students to showcase their creative acumen while giving importance to the rich cultural heritage of the country.

SPORTS COMMITTEE

OBJECTIVES OF THE COMMITTEE

The college provides sports and games activities for students both indoor and outdoor.
Students are encouraged to participate in institutional sports events.
The winners at the college will be considered for participation at inter college and inter university level.
To organise training, Coaching and education in sports for everybody so that they can learn to keep themselves physically fit.

FUNCTIONS & RESPONSIBILITIES OF THE COMMITTEE

To prepare a sports calendar and an action plan to implement the same.
To create zeal amongst students and faculty members towards sports.

To achieve the goals we plan to organise various competitions in the following sports: cricket, football, basketball, volleyball, ball badminton, throw ball, shuttle badminton, kabaddi, kho-kho, carom, chess and table tennis etc.
To make sure smooth conduct of sports events within the college.
To maintain record of sports and games events attended by students within the college, university and outside of the region/state.
Proper maintenance of sports accessories.
To provide necessary infrastructure for the sports
To take up the responsibility of preparing the budget estimate, requirement of infrastructure equipment, maintaining the equipment and play fields.
Selection of teams to represent the college in inter-collegiate tournaments and also the intramural tournaments.
To prepare the details of attendance exemption to be given to the students representing college in various sports and games

DISCIPLINARY RULES AND REGULATIONS

Students are expected to attend all classes without fail. Minimum of 75% of attendance is compulsory to take up exams as per the board ,if any said rules are violating students won’t be given with hall-ticket and readmission for next year
Students are prohibited to bring or use mobile phones within the campus
The College campus is a no–smoking/ alcohol-free zone.
All students should reach the classroom on time and shall not leave the class without the permission of the teacher.
All students should wear proper uniform with shoes(strictly colour dress will be prohibited, if it’s found then will be marked as absent) Dress Code: The students shall wear College uniforms every day. The approved style of wearing uniform should be strictly followed. Usual dress for boys is pants and shirts and for girls salwar. Black shoes and black belts are compulsory for boys. Any exemption will be notified by the authorities.
Students are requested to maintain the highest standard of behaviour and discipline both inside and outside the College.
If we come across any student out of classroom during class hours such students will be marked absent (other than short and lunch break )
Students have to clear full fees within 60 days of commencement of classes
Students should gather in their rooms at the sound of the first bell and wait quietly for the lecturer. The students are expected to stand when the lecturer enters the room and stay up until instructed to sit.
No student shall enter the class or leave the class without the permission of the lecturer.
Every class in charge and academic advisor keeps a close watch on the students’ attendance, progress, and conduct.
Irregular attendance, indifference in regard to class work and examination, discourtesy towards teachers, insubordination, obscenity in word and act, willful damage to College property, anti-social activities, etc are liable for disciplinary action which includes expulsion from the College.
No meeting shall be convened, no outside person shall be invited, no publication shall be issued and no canvassing and mobilising of the students for any particular purpose shall be made without the permission of the Principal.
The Principal shall have the power to expel any student from the College if the student is guilty of serious misconduct or student’s presence in the College is injurious to the order and discipline
Latecomers can enter the class only if permitted by the lecturer. They may be marked present by him/her at the end of an hour only if there is sufficient reason for being late.
During class hours the permission of the lecturer is needed to move from one seat to another or to leave the room.
Books, Magazines, Newspapers, Pagers, etc not approved by the Principal are not allowed to be brought to the College. Every student should possess an identity card issued by the College which should be produced whenever asked for especially when dealing with the office.
The College has developed the tradition of a homely informal atmosphere of freedom with responsibility, treating one another with love and respect. We have proud Alumni who have set a very good tradition. However, we lay down some norms of general conduct.
There is nothing that can substitute for self-discipline and a serious devotion to duty, a spirit of respect and love for all that is good, noble, and beautiful in life. The College expects students to keep their vision high and solicit the cooperation of the parents to minimise the necessity of enforcing rules and regulations.
Loitering and wasting time on the College campus and canteen causes indiscipline on the College campus and that must be avoided.
They shall strictly observe the disciplinary rules framed by the College. Violation of which will be dealt with by the Principal in the manner she/he considers fit and her/his decision will be final.
